Correct answer: C. 21.0 inches Hg.

Use the ISA +20 °C (+36 °F) columns. At 2,450 RPM the manifold pressure is 21.0 in. Hg at 6,000 feet and 20.8 at 8,000 feet. Interpolating to 6,500 feet gives about 20.95, or 21.0 in. Hg.
