Correct answer: C. 1 statute mile, clear of clouds.

Onawa (K36) has no magenta vignette or dashed line around it, so the airspace is Class G from the surface up to 1,200 feet AGL. Day VFR there requires 1 statute mile visibility and clear of clouds.
