Correct answer: A. 1 mile and clear of clouds.

Cooperstown lies inside the magenta vignette, so Class E begins 700 feet AGL. At or below 700 feet AGL you are in Class G, where day VFR below 1,200 feet AGL requires 1 statute mile visibility and clear of clouds.
