Correct answer: C. Frost spoils the smooth flow of air over the wings, thereby decreasing lifting capability.
Frost roughens the wing surface and disrupts the smooth boundary-layer airflow, so the wing stalls at a lower angle of attack and produces less lift. It must be removed before flight.
